Oybek Nosirovich Khalilov is the CEO of MOSAIC Insurance Group. Bringing 30 years of experience in managing international insurance companies, as showcased by a significant contribution in taking companies to a higher level of financial, competent, and operational efficiency. From 1995 to 2015 successfully managed American International Group companies in Central Asia (Uzbekistan, Kazakhstan) and Caucasus (Azerbaijan, Georgia).
I have played an important role in establishing of international insurance company in London to provide political risk insurance protection in Central Asia. Within the framework of this project, I was responsible for the promotion of investments as a one-stop shop for foreign investors and served as a liaison between the government and IFIs. I worked in close cooperation with a team of experts to establish new joint ventures and subsidiaries overseas, to buy and sell shares of overseas and local companies, and to conduct research on local and international regulations.
As part of my role as Chairman of the Association of Professional Participants of the Insurance Market of Uzbekistan, I participated in the development of amendments to the Law on Insurance Activities. In March 2021 and in November 2021 I organized and led two International Forums on Insurance and Reinsurance. In a short period, I managed to convince leaders of the Uzbek insurance industry to unite and take steps to revitalize their insolvent association to pursue mutually beneficial development in the insurance market.
I have trained many insurance and reinsurance professionals, always playing the long term in business relationships, putting goals of improving employee well-being and continuing education at the forefront.
I have a wide network of high-profile business and political connections throughout Eurasia region, including Azerbaijan, Georgia, Mongolia, Kyrgyzstan, Tajikistan, and Turkmenistan and with a particular focus on Turkey, Kazakhstan, and Uzbekistan. Advised governments, state-owned enterprises, sovereign wealth funds, and multinational corporations on foreign direct investment. Experience in a wide range of sectors, including agriculture, healthcare, energy, and manufacturing gained through board representations and underwriting processes in the insurance industry.
