GREG CARTER

Managing Director, Analytics - EMEA & AP, AM Best

Greg Carter is AM Best’s managing director of analytics for the EMEA and Asia-Pacific regions. Based in Singapore, he oversees
the analytical teams in AM Best’s London, Amsterdam, Hong Kong and Singapore offices. He is responsible for the agency’s
credit ratings in Europe, Middle East, Africa, and Asia-Pacific
Greg’s career has spanned over 35 years in the insurance sector and across four continents. Greg’s career started at Standard
& Poors, continuing with roles at Bank of America in the mid-1990s, he established AM Best’s first overseas office in London in
1997. In 2001, he joined Fitch Ratings and led the analytical team for Europe, Middle East, Africa and Asia. Greg has also spent
time with the U.K. regulator, the FSA as was. He served on the board of Capita Commercial Insurance Services and prior to his
current role, was based in Hong Kong with Ernst & Young.
In September 2015, Greg re-joined AM Best as Managing Director – Analytics in the London office and is responsible for the
agency’s credit ratings in Europe, Middle East, Africa and Asia Pacific. In July 2019 Greg relocated from London to Singapore.

    Earthquakes and cyclones are not unknown in the Middle East region itself. Turkey and Syria, for instance, suffered a severe earthquake in February 2023; Oman has been battered by cyclone activity in recent years; even Dubai in 2024 suffered from the effects of sudden and heavy rains.
    The region already has some national government-led natural catastrophe backstops, such as the successful example of Oman. Looking to the way the industry interacts with such schemes globally, reinsurance providing retrocessional support to public private partnerships, such as national level natural catastrophe protection funds, is one potential avenue for regional nat cat re/insurance growth.
    Property reinsurance buying at local insurer level in MEASA markets has been characterised by proportional treaties, rather than the excess-of-loss structures that tend to go with property catastrophe risk. This might change in the wake of recent loss events, with non-proportional buying is now the direction of travel.
