Ali Burak KURTULAN, who completed his undergraduate education in the Department of Mathematics at Bilkent University in 2006, participated in the private double master’s program carried out jointly by Bilkent University and Tilburg University in the Netherlands in the same year. In this context, he studied Economics (Thesis: Distortion Risk Measurements and Distribution Methods) at Bilkent University and Quantitative Finance and Actuarial Sciences (Thesis: Correlations in Capital Provision Models for the Management of Pension Funds) at Tilburg University. During this period, she gained internship experience in the asset management department of one of the leading pension investment companies in the Netherlands for six months and carried out her thesis studies. After stepping into his business life in a private consultancy firm, he started his public service as an Assistant Specialist within the General Directorate of Insurance of the Undersecretariat of Treasury of the Republic of Turkey in 2012 (abolished). Presenting his thesis on “Risk Factors and Recommendations Affecting Actuarial Balance in Service Providers Committed to Retirement” in 2015, KURTULAN took an active role in the implementation of strategic reforms such as “State Contribution” and “Automatic Enrollment System” in the Private Pension System (PPS), and specialized in the actuarial audit of organizations such as foundations, funds and associations that make commitments for retirement and the transfer processes from these structures to the PPS. KURTULAN, who has been serving as the Head of the Regulation Department responsible for private pension, life and health insurance since the establishment of the Insurance and Private Pension Regulation and Supervision Agency (SEDDK) in 2020, has been appointed as Deputy Chairman as of 2026 and still holds this position. KURTULAN, who is registered in the Actuaries Registry with the registration number 141, is married, has three children and speaks English fluently.
