Economist, holding a master’s degree in Economic Sciences from the University of Brasília (UnB). He also holds an MBA in International Negotiations and Foreign Exchange from Fundação Getulio Vargas (FGV), as well as a specialization in Public Policy and Government Management from the National School of Public Administration (ENAP).
Over the past two decades, he has held senior leadership positions in the Brazilian federal government, including Minister of Planning, Development and Management, President of the Brazilian Development Bank (BNDES), Executive Secretary at the Ministries of Finance and Planning, and Deputy Secretary for Economic Policy at the Ministry of Finance. During this period, he also served as a member of the National Private Insurance Council (CNSP) and the National Supplementary Pension Council (CNPC).
He played a central role in the design and implementation of major economic policies and structural reforms, including the federal government’s spending ceiling, pension and tax reforms, the release of FGTS and PIS/PASEP funds, the Growth Acceleration Program (PAC), the Minha Casa, Minha Vida housing program, the taxation of overseas corporate profits, and the privatization of IRB Brasil Re.
Mr. Oliveira also served as President of the National Association of Airport Management Companies (ANEAA), where he oversaw Brazil’s airport concession program, and during the same period held board positions at major companies in the finance and technology sectors.
Since 2022, he has been President of CNseg, where he leads the strategic agenda of Brazil’s insurance sector, with a strong focus on innovation, regulatory advancement, and the role of insurance in supporting sustainable development.
